NAVTEC's desire for mutual support to advance the core principles of accreditation and certification of TVET systems for HRD in Asia and the Pacific Region,and help in international recognition of the qualification of the country's technically trained manpower, led to its signing of the Memorandum of Understanding (MOU) with APACC in June 2007.  Executive Director Mr. Shahid Rashid signed the MOU for NAVTEC, whereas Dr. Man-Gon Park, Director General and CEO, CPSC and APACC President signing on behalf of APACC.

Mr. Pervez Iqbal, Deputy Educational Adviser, Ministry of Education, Government of Pakistan and concurrently CPSC Liaison Officer for Pakistan, was one of the witnesses to the MOU signing. One of the goals and objectives agreed by both parties was to encourage TVET systems for HRD under the purview of NAVTEC to apply for accreditation and certification by APACC.

Realizing the role of skilled and technically educated manpower for development of overall national economy, the Government of Pakistan has established NAVTEC. The Commission is mandated to facilitate, regulate, and provide policy direction for technical education and vocational training (TEVT) to meet national and international demand for skilled manpower. The Commission reviews, devises policy and evolves strategy/prepare training programmes relating to human resource development with a focus on technical and education and training. NAVTEC's energies are also dedicated to develop national occupational skills standards, curricula and trade testing certification systems for all sectors in which TEVT is imparted.
