THE DAKAR FRAMEWORK FOR ACTION ON EFA (2000)
EFA goal 3 : which refers “(to) Ensuring that the learning needs of all young people and adults are met through equitable access to appropriate learning and life-skills programmes”; and,
EFA goal 6: which refers to “Improving all aspects of the quality of education, and ensuring excellence for all so that recognised and measurable learning outcomes are achieved by all, especially in literacy, numeracy and essential life skills”

The UNESCO-UNEVOC International Centre acts as part of the United Nations mandate to promote peace, justice and poverty alleviation, of UNESCO’s focus on “Education for All”, and of its international programme on technical and vocational education and training.
VISION OF THE UNESCO-UNEVOC INTERNATIONAL CENTRE (2)
The UNESCO-UNEVOC International Centre assists Member States develop policies and practices for education for the world of work, to achieve:

- high quality, relevance and effectiveness
- learning opportunities throughout life.
