ACCREDITATION COUNCIL FOR HIGHER EDUCATION IN BANGLADESH

Purpose of Education
Education is the back bone of a nation. The Purpose of education is to enhance the quality of life. It envisages the full exploitation of the potentials of the individual for his self development. It prepares the individual to be worthy citizen so that he can contribute to the national development programmes honestly, efficiently and effectively. It aims at the Socio-economic, Political and Cultural development of a Country.
What is Quality

Quality education relates to an educational programme, Educational institution A whole higher education system.

The objectives of the Accreditation Council for Higher Education in Bangladesh (ACHEB), are as follows:
- Ensure standards and progressive improvement of the quality of education provided by the private universities, keeping in view the national interest and global priorities by
- requiring Private Universities to become members of the ACHEB;
- motivating Private Universities to undertake periodic self-assessment and critical reviews of their academic programs;
- requiring Private Universities to seek evaluation of their academic programs through external peer review to be arranged by the ACHEB which may eventually lead to full accreditation of the particular programme of study;
- disseminating the results of the external peer review for public information, so as to enable students, guardians and employers to know the accreditation status of different universities
Organisational Structure of ACHEB
ACHEB shall consist of:
- a General Council,
- an Executive Committee,
- a number of Programme Committees, one each for each broad discipline/ area of study, and
- Peer Review Teams to be appointed by the Executive Committee in response to applications from Universities for accreditation of programs or of the institution.
Composition of Accreditation Council for higher Education in Bangladesh (ACHEB)
General council consists of 33 members, These are as follows:-
Composition of the General Council
The General Council shall consist of 33 (thirty three) members (including a Chairperson) having representation from all stakeholders and equivalent organizations/bodies in other countries.
The composition of the General Council shall be as follows:
- Chairperson, to be appointed by the Chancellor, from among reputed educationists with at least 25 years experience in University teaching and management, in the following manner.
- A Search Committee constituted by the Ministry of Education will prepare a panel for the appointment of the chairman of ACHEB
Other members of ACHEB are as follow
Group A (6 members)
- Chairman, University Grants Commission (ex officio)
- 2 (two Members of University Grants Commission, to be nominated by the UGC for a period of 2 (two) years
- 3(three) Vice Chancellors of Public Universities to be nominated by Association of Universities of Bangladesh for a period of 2 (two) years.
Group B (6 members)
- 6 (six) Vice Chancellors of Private Universities to be nominated for a period of 2 (two) years by the Chancellor.
Group C (5 members)
- 3 (three) Distinguished Educationists, to be nominated for a period of 2 (two) years to be nominated by the Chancellor
- (two) Representatives of Government of Bangladesh (not below the rank of Additional Secretary) to be nominated for a period of 2 (two) years by Ministry of Education.
Group D (5 members)
- 5 (five) representatives form the Private Sector Organization a period of 2 (two) years nominated by the Chancellor.T
Group E (5 members)
- 5 (five) representatives form Professional Bodies, Professional Registration Authorities and Learned Societies to be nominated for a period of 2 (two) years by the Chancellor.
Group F (2 members)
- 2 (two) representatives to be nominated for a period of
- 2 (two) years by Sponsors of Private Universities.
Group G (3 members)
- 3 (three) Representatives of Regional/ International bodies or Academic Quality Assurance Agencies nominated for a period of 2 (two) years by the Chancellor.
The Executive Committee
Composition of the Executive Committee
The Executive Committee shall consist of the Chairperson and 8 members of General Council to be nominated as follows:
- two members form each of the groups A and B, nominated by the respective groups for a period of 2 years;
- one member form each of the groups C to F nominated by the respective groups for a period of 2 years.
- The Executive Committee will be supported by full-time paid officials/staff.
Programme Committees.
- A number of committees shall be appointed, one each for broad disciplines, e.g. Business, Engineering, Agriculture, Humanities, Social Sciences, Natural Science, Applied Science, Life Sciences, Law, Medicine
- Each Program Committee shall consist of a Chairperson and 6 to 8 members.
- The Chairperson shall be appointed by the General Council for a period of 2 (two) years from among reputed academic experts in the particular field
- The qualifications of Chairperson and Members shall be as per the Statutes.
- The Programme Committee shall recommend to the Executive Committee the composition of a peer Review team for accreditation of each degree Programme in response to application received.
- The Programme Committee shall review the report(s) from Peer Review Teams regarding accreditation and classification into categories viz. A.B or C (in descending order of score) or F (for failing to meet the minimum requirements for accreditation) and make appropriate recommendations to the executive Committee
Peer Review Teams
Institutional Assessment
A Peer Review Team consisting of a Convener (from among reputed academic experts0 and 5 members (including one/two from practising professionals) shall be appointed by the Executive Committee on receipt of the self-assessment questionnaire form the Institution. The Peer Review Team shall make recommendations to the Executive Committee, as detailed in Section 7.3 below.
Accreditation of Programmes
A Peer Review Team consisting of a Convener (from reputed academic experts in the particular field) and 3 members (including one form relevant practising professionals) shall be appointed by the Executive Committee, on the recommendation of the appropriate Program Committee(s), in response to applications receive for accrediting a particular degree. The Peer Review Team shall make recommendations to the Programme Committee(s).
