INTRODUCTION
The Council for Technical Education and Vocational Training (CTEVT), constituted in 1989, is the policy formulation and coordinating body for Technical Education and Vocational Training (TEVT) programs in Nepal. It is a national autonomous body committed to the growth and development of human resources for the kingdom of Nepal. In particular, CTEVT is concerned with basic and middle level technical education and vocational training.
CTEVT'S MAIN AREAS OF WORK
DIVISIONS OF CTEVT
There are ten divisions through which CTEVT's activities are carried out. A director is assigned to each division to carryout its specific responsibilities. Similarly, each division is supported professional and administrative staff. The responsibilities of each divisions are summarized below:-
Research and Information Division conducts needs assessments, follow-up and research studies.
Planning and Administrative Division is responsible for personnel management, regular and long term planning.
Technical Division supervises and monitors all technical training providers for quality assurance .
Curriculum Development Division designs curriculum guides, syllabus for courses and textbooks.
Examination Division controls examinations of TEVT training programs.
Skill Testing Division is responsible to develop skill standards and give the test to the people who have informally acquired skills and provides skills certificate.
Polytechnic Division is responsible for establishment of new polytechnics and coordination/supervision of prevailing polytechnics.
Vocational Training and Community Development (VTCD) is promoting the need based short-courses and community development activities through Rural Training Centers.
Training Institute for Technical Instructors (TITI) conducts short and long courses for instructors.
Has responsibility of ensuring quality control of private technical Institutions through accreditation of institutes and programs. It also provides equivalency and temporary affiliation to the training programs. This division also provides equivalency to the people studied/ trained outside the country.
TRAINING INSTITUTES
There are two types of training institution.
CTEVT Training Institutions
Over a period of 17 years, seventeen training institutions have been established with the cooperation of various TEVT development partners. These institutions provide training in various areas such as agriculture, construction, health, mechanical, electrical, tourism and sanitation.
Affiliated Private Training Institutes
One of the function of the council is to facilitated private sector and provide services to maintain quality of programs. TEVT sub sector is a huge area in which CTEVT alone cannot fulfill the national needs. Therefore it has already granted provisional affiliation to over 165 private institutions to run TEVT programs. Total enrolment capacity of these institutes is about 12000. Private institutes offer training mainly in agriculture, engineering, health, electronics, food technology, etc. Level of training courses can be categorized unto 3 broad classes, Shout course training, TSLC and Diploma.
Ensuring quality means to maintaining and improving the quality and standards of teaching and learning. In different countries, it is termed by different names, as accreditation, assessment, academic auditing, etc. Accreditation is critical appraisal by regulatory agencies at regular intervals, to determine the institution is above the threshold of prescribed minimum norms and standards.
Accreditation is the process, which determines whether an institutional program of study, meets the threshold quality criteria and there by satisfy the existence of minimum educational standards. It is also useful in identifying the strength and weaknesses of the programs in aiding the institution to identify the areas in which action is to be taken to upgrade the quality of education it seeks to provide. It also provide models to develop new programs a academic activity in emerging areas. Accreditation provides quality assurance and indicates that the academic aims and objectives of the institutions to ensure continued effectives of the educational programs over a period of time. Accreditation is not only recognition of qualify but it also promotes quality.
Accreditation will help to market our services and products (in terms of human resource) globally. Accreditation of educational programs will help our graduates to move to any part of the world and render their services without any challenges to their credibility, and also establishing the credibility of our educational system.
OBJECTIVES OF ACCREDITATION
To provide guidelines for desirable up-gradation of existing programs and for development of new programs.
To maintain and improve the quality and standards of teaching and learning.
To assist all stakeholders (educational institutions, parents, students, teachers, professional societies, employers, government agencies, etc.) in identifying those institutions and their specific programs meet the current norms and standards.
To prepare professional technicians demonstrating a positive attitude and respect for socio-cultural values in their working situation.
ACCREDITATION PROCESS
In Nepal, professional councils are responsible for registration or licensing to practice, especially only in the field health. Professional councils have two important roles, out of many, to play: regulatory as well as facilitator for profession. As the statutory authority, Council's Act sets out conditions for the registration of practicenors The Act prohibits any health professionals to practice his/her profession with out being registered with their related councils.
The next important function of professional councils are to prepare "Minimum Requirement for Recognition of the Education Programs" in the country. The implementation of the " Minimum Requirements for the Recognition of Education Programs" and accredit the educational programs are also the responsibility of the councils. The institution that meets the "Minimum Requirements" set up by the related council will be awarded with an accreditation certificate.
CTEVT has also prepared "Minimum Requirements for the Affiliation of Programs" The institution, which meets the "Minimum Requirements" set up by CTEVT will be affiliated and accredited.
PROCEDURES
Submission of Proposal With Initial Documentation The propose institute submits a request form with details proposal only after the formal notice of CTEVT. The proposal must be comprehensive and clearly shown the provision of following components.
a. The program must have:
Educational philosophy
Aim and objectives of the program
Separate governing body consisting of: Academic Management Committee, Trust, Board.
b. A separate administrative section consisting of :
Budgeting section
Personnel section
Academic section
c. A clear organizational structure
d. Advisory Committee, Curriculum Committee, Examination Committee, Library Committee, Student Welfare Committee, Promotion and Evaluation Committee, Coordination Committee.
e. Financial system:An educational program must have a separate well-established financial system including: Total budget for program, Source of income, Financial viability, Audit system.
f. Administration:
Head of the program, that is, principal

Selection of Proposal The initial documentation and proposal are evaluated and selected by an advisory committee appointed by council and comprising:
Vice-Chairman of Council
Member Secretary of Council
Representative from related professional Councils
Director of Accreditation division
Representative from related ministry
Representative from ministry of Education
Representative from dean office of concerning university
Feasibility Study
The advisory committee normally conducts the feasibility study. The visit will normally extend over few days, and will focus on the verification of documents, needs assessment, exposure to professional practice etc.
Report of Feasibility Study
As soon as possible after study, normally within few days a report to the council is submitted with recommendations by team.
Letter of Intent
The report and recommendations are finalized. On the basis of the report and recommendations for each program evaluated by council and may decide to give letter of intent.
Visit by Team
Institution which meets the "Minimum Requirements" prescribed by CTEVT will be visited by team and inspect physical as well as teaching facilities including tools, equipment and furniture.
Recommendations and Comments
The report and recommendations including comments of team are submitted to the council.
Council evaluates report and may decide
to affiliate program without conditions; or
to affiliate program with conditions.
In the years ahead CTEVT changed the emphasis of its activities. Instead of spending most of its energy implementing its own training programs, CTEVT put more and more energy into helping others to run their programs. This means CTEVT must increase efforts to:
coordinate activities in the TEVT system, and
provide services that will enable offer training agencies to function effectively and to produce qualified graduates.
CTEVT works with professional organization and industry to assure the quality of trainees emerging from recognized training canters. It is done through development of appropriate curricula, testing procedures and certification procedures.
