RATIONALE
Accreditation and certification is often considered a step towards establishing a culture of quality - sustained and maintained by defining objectives, developing capacity to achieve them and evaluating whether they are achieved. Being a gatekeeper for assuring quality at its threshold, accreditation identifies institutions/programs with effective system of governance and management, very satisfactory teaching and learning system, well-qualified faculty and staff, adequate academic and administrative financial, physical and other learning resources, productive program of research, extension, consultancy and linkages, and a robust program of student services and development. Ultimately, accreditation serves the interests of the general public by keeping educational institutions strongly adhere to the highest standards of excellence.
As the center of excellence in human resources development in Asia and the Pacific, inter-governmental international Colombo Plan Staff College has been conducting several programs on Accreditation and Certification and also has strongly been advocating to establish a regional system of accreditation and certification. In 2003, the CPSC Governing Board approved the CPSC Corporate Plan (2003-2008), including in particular, Goal and Strategy 1.2, "to facilitate capacity building to develop Accreditation and Certification system for the Asia Pacific Region.
Armed with this mandate, the Director-General of CPSC, Dr. Man-Gon Park convened an International Conference on Accreditation and Certification in December 2004 to explore the possibility of setting up a regional body. With participants representing 16 member governments from Afghanistan, Fiji, Korea, India, Indonesia, Iran, Japan, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Papua New Guinea, Philippines and Sri Lanka, unanimously signing the CPSC Seoul Declaration 2004, the Asia Pacific Accreditation and Certification Commission (APACC) was formed.
The defined functions of the newly-born Commission are to:
- conduct accreditation and certify the corresponding accreditation status earned among technical education institutions in the Asia Pacific, giving priority to institutions in Colombo Plan member countries;
- develop standards, evaluation instruments, processes and protocols for the accreditation of technical education institutions;
- establish linkages or partnership with quality assurance agencies;
- recruit, train, and develop and retrain a pool of assessors on a full-time or on-call basis;
- directly provide, or seek other services to provide funds and other resources to carry out the program of accreditation and certification; and
- to be a source of "good practices" for the promotion of quality in technical and vocational training and education.
A sequel to the Seoul Conference 2004 is therefore necessary to discuss the full operationalization of the Commission vis-a-vis procedures and guidelines, regional standards skills, evaluation instrument, responsibilities of assessors and other administrative arrangements. It is along this line that CPSC as the lead agency upon which APACC is presently sheltered, is conducting this Inter-Governmental Workshop on Regional Accreditation Modelling and Accrediting the Accreditors in Manila, Philippines from 15 to 26 August 2005. It is hoped that said workshop will be a forum where fertile ideas to be generated through productive and worthwhile brainstorming sessions will provide good inputs for a credible evaluation system suitable to the needs and aspirations of the region.
OBJECTIVES
The main objectives of the workshop are to: fortify the credibility of the APACC accreditation scheme and foster the competence of accreditors for technical education and vocational training institutions in Asia and the Pacific.
Specifically, the workshop aims at the following:
- develop an understanding of APACC accreditation: its present status, organization and policies, standards and criteria for evaluation, processes and procedures, and the roles and responsibilities of accreditors;
- discuss issues related to evaluation activities, to wit: analyzing self-survey results, conducting external survey, interview techniques and on site visits, drafting the accreditation report, and handling decisions, appeals and complaints;
- gain first-hand experience in conducting an accreditation exercise in accordance with established procedures and standards; and
- promote exchange of experiences and information on the state of accreditation in the member countries along technical education and vocational training.

This workshop hopes to deliver two major outcomes:
- APACC Accreditation Guides and Materials
- Accreditation Manual
- APACC Skills Standards
- Survey Instrument
- Handbook for Accreditors
- First Batch of APACC Accreditors who can:
- present an Action Plan for accreditation and certification in their own organization/institution;
- review and evaluate the self-survey/institutional survey materials prepared and provided by applicant institutions;
- apply the criteria for evaluation developed for APACC institutional accreditation using interviews, on-site visits, observations and other evaluation techniques; and
- prepare reports and recommendations based on the evaluation of findings and submit the same to the designated APACC Committee.

Date and Venue
The workshop shall be conducted at the Colombo Plan Staff College (CPSC) for Technician Education, Manila, Philippines from 15 August - 26 August 2005.

Participants' Profile
The participants may be TEVT administrators, faculty members, industry specialists or any accreditation enthusiasts with the following entry qualifications:
- Must be a senior official holding a regular plantilla position in the Ministry of Education or Ministry of Labor and Employment in his/her country;
- Must have at least ten (10) years experience in the education sector, five years of which are in human resource development with technical education and vocational training;
- Preferably a doctorate degree, at least a master's degree holder or its equivalent;
- Holding an academic rank of at least an Assistant Professor/Principal or its equivalent; and
- Must be computer literate, effective communicator, and acknowledged leader in his/her discipline with a high standard of professionalism.
