The Reconstruction Process of Afghanistan as a Transitional Islamic State



In the name of God most gracious and merciful.

First of all I would like to take this opportunity to thank the Colombo Plan Staff College for arranging this conference and inviting us to attend, in this beautiful city of SEOUL.

For centuries, Afghanistan has great historical and religious ties not only with Korea but also with the whole region and we hope that this relation can be strengthened between our nations. Your great help and participation in the reconstruction of Afghanistan that has been appreciated by our people has resulted to closest economic and cultural ties amongst our nations.

Fortunately, this conference is convened at a time our nation has taken many positive steps towards security. The Constitution geared towards a strong and democratic Afghanistan was approved, presidential election has been conducted and a great president elected by the people was sworn into power. All these developments lay a strong foundation for political and economic stability and development of Afghanistan.

At long last, after more than two decades of war and instability where most of our socio-economic structures were destroyed, Afghanistan is on the reconstruction process. Most of our friends throughout the globe are helping us financially for reconstruction and economic development. In all of our development undertakings though, the need for skilled and quality work force is a huge challenge we are facing. Our government tries the best for the education of technicians in different fields because we feel these are the most needed factors for our fast growing economy. We really need technician education to upgrade the quality standard of the existing workforce in the country and meet the challenges we are facing. But we have not been able to meet our huge demand, therefore we are requesting the Colombo Plan Staff College for Technician Education and our friends from the member countries to help us in the education and development of our human resources.

We well appreciate the creation of training center by any of respected member countries in Afghanistan to educate our workforce with modern business and quality management and giving scholarship to our students for higher education.

Afghanistan is aware of its vital role in regional cooperation as a land bridge and is informed of its responsibility.

A peaceful and stable Afghanistan will not only serve the interest of Afghan people but essential for the political and economical stability of the region.
