RATIONALE

There is a growing demand for recognition of TEVT institutional qualifications across borders. This is due to a number of factors, such as increasing economic globalization, significant migration flows, the increasing international labor market opportunities for the highly skilled, and the growth in international trade in services. Issues related to the recognition of professional qualifications are increasingly covered in trade arrangements. In addition, employers are concerned about the need to understand and recognize the competencies of technical workforce in a globalized world.

The growing practice on distance learning in all parts of the globe also makes it highly necessary for TEVT institutions to offer and conduct human resources development (HRD) programs that are understood and recognized at the international level.

A globalized labor market has emerged and is characterized by increased mobility of direct foreign investment and a new generation of footloose global companies able to shift their production base to whatever region offers the lowest cost and highest profits. Governments of developed nations have the capacity and resources to respond to the demands of this globalized labor market. They can institute a wide range of domestic reforms such as floating currencies, financial deregulation, tariff adjustments, improving infrastructure and liberalizing structured labor markets, which basically influences borderless movement of currency, technology and knowledge. It is noted for example, that technological change is a major source of economic growth and development as evidenced by the progress attained by Japan and the newly industrialized countries (NICs) in Asia such as South Korea, Malaysia and Indonesia. These developments have also precipitated a significant transformation, leading to increased requirements of scientific and technological knowledge and skills at work.

One of the most pressing problems in TEVT today is the lack of educational and training standards which TEVT institutions can use to benchmark, analyze and evaluate their own standards, functions and roles, quantitatively and qualitatively, as they seek to improve their performance and impact. Through the process of accreditation and certification, TEVT institutions can be strengthened and motivated to engage in quality improvement and performance enhancement. Accreditation can be instrumental in heightening multisectoral participation in keeping high standards and in conducting self-regulation on a voluntary basis.

Most of the TEVT institutions in CPSC member countries are still not active in accreditation and certification activities. One reason may be the lack of an international organizational structure to promote and facilitate accreditation and certification of institutions in TEVT for human resources development.

A new focus is placed on issues on accreditation and certification and the related fields of quality assurance within Asia and the Pacific Region, shifting technical policies from debate level into action level.

This conference introduces an organized structure for maintaining global quality assurance based on quality systems standard and proposes a model of international accreditation and certification of TEVT institutions that promotes the exchange and recognition of standards and criteria across Asia and the Pacific.

Aims and Objectives

The main aims of the Conference are to identify the challenges and opportunities associated with TEVT system to produce quality workforce acceptable across the globe, and to uphold the creation of a commission on Asia - Pacific Accreditation and Certification of TEVT institutions for quality assurance. It will also serve as a dynamic transnational venue for participants to:

  1. Identify changing roles of the government and other stakeholders in TEVT

  2. Understand how the pursuit of voluntary accreditation can lead to quality improvement in technical education and vocational training

  3. Innovate and reform TEVT in Asia and the Pacific Region

  4. Identify the need for establishing international accreditation body in Asia and the Pacific Region

  5. To present the policy framework for an intergovernmental accreditation and certification commission

  6. To support regional accreditation and certification.
