The fourth wave of change is now striking and inevitably influencing our world into ubiquitous global village. Advances in knowledge and technology have brought the human societies closer to each other despite the diversity of culture and customs in various grounds. This trend has also an impact on the TEVT sector. It calls for the mobilization of workforce across national borders. TEVT workforce is facing a lot of problems in mobility due to disparity of skills and competencies with the optimum qualifications required. Therefore it is a growing demand to standardize and harmonize TEVT systems through accreditation and certification.
Competitive conditions are becoming more difficult in such ubiquitous global village in which communication possibilities appear to be limitless. Solutions must be applied to an environment that extends beyond national borders. To exist in an honorable way, in the international society of the future, individuals, institutions and countries must use these opportunities and resources to influence desirable preferences within the process of change.
One critical factor for competing successfully in the 21st century is preparing a high quality and standardized workforce. Globalization and the ubiquitous revolution in the 3rd space clearly reveal that a new human-centered and technology-oriented development models are needed. Every country is obliged to equip its citizens with the knowledge, skills and competencies required for the world of work. Recent technological developments have been creating work environments that are parallel to manpower skills and efficiencies. Consequently, some countries need to reorganize their TEVT systems to meet the 21st century workplace demands.
Practitioners, educators and high officials have felt the need to create a body of accreditation and certification for TEVT institutions considering traditional working cultures and regional developing environment in Asia and the Pacific region. Intergovernmental international organization for human resources development in Asia and the Pacific region Colombo Plan Staff College 9CPSC) and the Human Resources Development Service of Korea have decided to organize this International Conference of Accreditation and Certification for TEVT institutions. During this conference, CPSC will take an initiative in the establishment of the Asia Pacific Accreditation and Certification Commission (APACC).
