Policies and Guidelines for the Registration     of APACC Accreditors

 The Asia Pacific Accreditation and Certification Commission (APACC) exists as a special project under the intergovernmental international Colombo Plan Staff College (CPSC) for Technician Education. As a regional accrediting commission, it functions to evaluate human resources development through technical education and vocational training institutions (TEVT) based on duly approved standards or criteria.

In order to fully operationalize, the Commission is in the process of recruiting accreditors to evaluate TEVT institutions in accordance with duly formulated APACC Accreditation Policies, Processes and Procedures, Standards and Requirements.

QUALIFICATION REQUIREMENTS

The Commission has the authority to determine the criteria of selection based on intellectual and personal preparedness of the applicant irrespective of age, gender, religious belief and political affiliation.

The applicant for APACC accreditor shall fulfil the following requirements;

 

(1)      Must be a senior official holding a regular plantilla position in the Ministry of Education or Ministry of Labor and Employment in his/her country;

(2)      Must have at least ten (10) years experience in the education sector, five years of which are in human resource development with technical education and vocational training;

(3)      Preferably a doctorate degree, at least a master's degree holder or its equivalent;

(4)      Holding an academic rank of at least an Assistant Professor/Principal or its equivalent; and

(5)      Must be computer literate, effective communicator, and acknowledged leader in his/her discipline with a high standard of professionalism.

DUTIES AND RESPONSIBILITIES

The successful applicant shall perform the following duties and responsibilities:

  1. to review and evaluate the self-survey/institutional survey materials prepared and provided by applicant institutions;
  2. to apply the criteria for evaluation developed for APACC institutional accreditation using interviews, on-site visits, observations and other evaluation techniques;
  3. to prepare reports and recommendations based on the evaluation of findings and submit the same to the designated APACC Committee
  4. to conduct further evaluation of institutions appealing previous decisions

SCREENING PROCESS

The screening process for an APACC accreditor is composed of two steps, to wit:

1.             Evaluation of Paper Qualifications. The applicant shall provide information in the registration form which shall be reviewed and screened by a designated Committee. Results shall be transmitted to the candidate by post, fax or e-mail within three (3) working days after receipt hereof. If a candidate is selected, he/she is eligible to attend the workshop in Manila, Philippines from August 8-19, 2005. There is a charge of US$ __________ to cover administrative costs, conference kits, accommodation and others. Upon evaluation of the application for registration, applicants shall be sent payment instructions.

2.             Workshop for Accreditors. The performance of each participant shall be evaluated by continuous monitoring, written examination and actual accreditation exercises. A certificate of recognition shall be issued to a successful participant thereafter recognizing him/her certified APACC accreditor.
